VICTOR MARQUEZ

Victor M. Marquez’ practice focuses on real estate transactions, land use and zoning laws, real estate, business and general commercial litigation, state and local government relations, and community outreach specialization in the context of land development and redevelopment for both private companies, property owners, and nonprofit organizations.

As a public policy advisor and registered lobbyist, Mr. Marquez assists his clients on public policy matters at the local, state, federal government levels as well as internationally having worked on projects in Mexico, Canada, Singapore and in the EU and its Member States. He serves as a business advisor to clients in various industries and sectors, including, the manufacturing / supply chain sectors on a global level; the housing , infrastructure, construction, hospitality; sports, health care, and the cannabis industry.

Notable Experience:

  • Real estate acquisitions and dispositions, due diligence, oversight of environmental phase studies, map studies, analyzing and applying zoning and land use laws, and assisting through the planning entitlement process from project conception/inception through design development, construction and to the delivery of the asset and the start of business operations.

  • Preparation and negotiation of purchase and sale agreements, development agreements, long term leases, and other documents related to the acquisition, financing, development, leasing, management, and disposition of real property with a focus on residential and commercial properties.

  • Registered lobbyist in the State of California and in San Francisco.

  • Assistance of investor groups with acquisition and site control for master developments, as well as vertical and infill development of commercial, residential and mixed-use properties.

  • Represents companies in disputes and litigation spanning real estate, commercial, small business and environmental disputes as well as in the areas of trusts and estates, senior law, and employment law.

  • Representation of a fortune 200 global manufacturing company in advocacy both at the state and local levels advocating for the use of construction materials aimed at creating more resilient infrastructure along seawalls, riverbeds, with bridges and in transportation projects as well as with fire resiliency of residential and commercial buildings.

  • Representation of a multi-national company with the tracking and monitoring of Environmental Social and Governance (ESG) compliance with a focus on sustainability compliance of current rules and regulations as well as mapping and monitoring legislation that is under consideration in the US, Canada and Europe.

  • Represented Marriott Hotels with the adaptive reuse of the De Young Building at 690 Market Street from an office building to a Ritz Carlton Residences and Hotel.

  • On behalf of Continental Development Corporation, served as co- counsel for the development and construction of the InterContinental 32-story hotel located at 888 Howard Street in San Francisco. Lead Community Relations in the South of Market to obtain overwhelming support for the project.

  • As General Counsel to the Mexican Museum, provide ongoing legal and government relations services in The Mexican Museum's efforts to construct a new 65,000-sq/foot facility as part of a mixed-use high- end residential facility, with retail and restaurant components, which will provide space to expand the museum's exhibitions, education and public programs.
